I think he fell before time was created. While God was just there, and His angels, because the devil was a Cherub. One of the select significantly powerful of the angels.

As a Cherub, he came from God. Like other Cherubs. And dwelt in God's presence, until iniquity was found in him;

Ezekiel 28:15 |
Thou wast perfect in thy ways from the day that thou wast created, till iniquity was found in thee.

The chapter is referring to a nation which in God's description was a cherub, an angel that treaded the heavenly places.

The decision to rebel was to take glory unto Himself. So long as he remained before God, he was God's glory, but once he turned his holiness into iniquity, he would selfishly grow in a corrupted power that God would not have in his presence. And indeed he even offered Christ part of His Kingdom (that is the principalities and powers of this age) in the wilderness.

Satan did not fall from heaven; rather, Satan was pushed.
