... I saw a documentary about Dubai/UAE.. Where dey where building artificial islands... The contractor said their target is to build about 300 artificial islands. The beauty of it is that.. Everything is on d ocean.. So they were just filling up the ocean with sand and constructing beautiful homes on it. So, yes i think cities on water exist alredi.
