Changing bulb is not really illegal in Victoria, so I think the $10 fine is an empty threat said just to ensure the well-being of Victoria citizens. Because there is a lack of electrical knowledge in the Australian population, bulbs occasonally break when changing, so you've got the added risk of electrical shock as well as cuts from broken glass...and possibly blowing the entire circuit if the bulb seperates from its metal base and the lead wires twist together..
