correct but why should a mini bus parked with 12 people be driving at a speed of 100km/hr ?

You seem to imply that 100 Km/h is on the high side.
Actually the maximum speed recommended by the FRSC is 120 Km/h.

The condition of the road is a major factor in road traffic accidents.
What maximum speed is the device going to allow? 50, 60, 90?
Whichever it is plus bad roads = no difference. Accidents will happen.

where did you get that from?
Plz the max speed limit for private in Nigeria is 100lm/he, for taxis its 90 km/hr
trailers and Buses have 60 km/hr links http://leadership.ng/news/413089/frsc-and-2015-speed-limit-enforcement
check the 3rd paragraph
So what are you talking about here or are you assuming?

Sometimes i wonder why we hate ourselves so much in Nigeria. This is the height of corruption.
Every news i read about Nigeria seems to be worse than the previous one
If this stupid bill gets passed into law, then we have totally lost it in Nigeria.

Recommendation
In the developed countries, there are speed limits in every zone.
Sometimes, there are cops with speed radar monitoring vehicles.
This can be implemented in Nigeria.
The traffic police should have speed radars on their vehicle.

Shame.

I hate this country with passion!

As usual, a system to impoverish the already battered Nigerians is being cooked up.

Why install the speed limiting devices to the car, why not install radar systems on the road?

And how dare them fix a cost to be borne by the masses, since this is at their instance, it should be installed free of charge.

This system has proven to fail in most cases resulting in fatality and therefore not totally reliable plus it is prone to manipulation by skilled car re-wires.

Firstly, install a simple devices on the glasses of all cars, this will be given free along side the Vehicle particulars renewal licence at no extra cost.

Radar system installed in areas where the probability of over-speeding are more, plus all strategic points where speed needs to be monitored.

The devices senses the speed of the car via the unique glass stickers and transmit violations to the FRSC control/Monitoring Centre. This will in turn raise an alert of violation to the registered mobile of the car owner.

If any car passes the radar system, but no reading is obtained, a picture of the plate number is taken and sent also to the Control centre where a harsh fine is generated and sent to the registered mobile of the owner of the car with a possible jail term for tempering of federal device.

This bill is cleared during vehicle renewal processes and no harassment should be allowed whatsoever on the road by FRSC officers on motorist
.

This is how to implement ideas, not the ones that impale the people consciousness, finances and introduce additional burden on the already overburdened citizenry.

This is COMMON SENSE APPROACH TO SOCIAL ENGINEERING PROBLEMS IN MEGA CITIES WORLDWIDE

I think these are for commercial vehicles Only, this what every advanced countries have Uk, US etc

SPEED LIMIT CONTROL DEVICE (T11)
The T11 is a speed limiter only
Features and Benefits
- IT CAN LIMIT VICHLE SPEED AT GOVERNMENT PRESET SPEED ,
INTELLIGENTLY AND ACCURATELY USING AUTOMATIC SPEED CALIBRATION .
-IT CAN RECORD THE DATA INFORMATION OF OVER 72 WORKING HOURS( SPEED RECORD, LONGITUDE, LATITUDE,STRENGTH OF GPS SIGNAL, YEAR, MONTH, DAY, HOUR, MINUTE, SECOND, THE SPEED OF VEHICLE),
-DATA CAN BE EXPORTED VIA USB PORT FROM THE DEVICE,
-DATA RETRIEVAL OF SPEED RECORD FROM THE DEVICE,
WITH THE AID OF A THE SOFTWARE CAN VIEWED
-THE TRACKING OF SPEED, AND PLAYBACK CAN ALSO BE VIEWED ON THE GOOGLE MAP,
IT IS STRONG AND RELIABLE.
How It Works
The electronic control unit (ecu) is connected to the speed signal (electronic speedometer, ABS or mechanical sensor) and receives frequency signals while the vehicle is moving. at a preset frequency, for example 80km/h, the ECU transmits a signal to the Fuel Flow Valve. The valve closes(not completely) reducing the fuel to the injectors which then holds the vehicle at a set speed.
