Yes you can. I did between my Nigerian and US Skrill accounts before I withdrew it into my GTBank. Good enough GTB didn't deduct any fee on receipt unlike they did to my Payza Euro withdrawals.

Yes you can subject to the current daily/monthly limit that banks have applied to your cards. But you can fund Skrill without limit by transferring from your domiciliary account to Skrill anyway when you choose bank as your source of upload/funding.

Confirm that you have activated your cards for online usage from your banks.
