Put the game on safe mode (Google how to do it) and then select rebuild database, or just unplug the power from the game without shutting down and allow system to fix errors, both worked for me

I have done that several times but it didn't work.

Try out the options in the safe mode, one must work... But formatting should be your last resort

May have to do with your HDD.... If you can lay your hands on an extra HDD you should try that first...
