The Speaker of the House of Representatives has urged all doctors and other stakeholders in the health sector to demonstrate the spirit of leadership by focusing on how to come up with solutions to the issues that led to their strike, rather than dwell on the problems that led to it.
In a reconciliatory meeting called at the instance of the Speaker between the Ministry of Health, Nigeria Medical Association, National Association of Resident Doctors (NARD), and the Ministry of Labour and Employment, Dogara implored them not to allow their decisions to be defined by the issues that brought them to the table, but rather, to find solutions to these issues.
Recall that the Speaker had met with the executive members of NARD two weeks ago where he appealed to them to shelve the strike pending the outcome of today’s meeting with members of the executive.
Present at the meeting which held at the National Assembly were the minister of Health, Professor Isaac Adewole, the representative of the minister of Labour and Employment, permanent secretary of the ministry, the Executive Chairman of Revenue Mobilisation, Allocation and Fiscal Committees, Chief Medical Directors of Federal Medical Centres, and other stakeholders. The chairmen of the relevant House Committees were also present.
Addressing them, the Speaker said, “I want to appeal to us to show leadership because leadership is essential in solving any problem. Leadership therefore means that your eyes are always on the solution and not the problems because I believe that if we are leaders, in whatever situation we find ourselves, we should be able to invent a solution.
“I don’t want anybody to think this is abnormal, in every democracy there will be conflict, there will be consensus and there will be compromise. So conflict in every democracy is necessary, it provides a new way of doing things, it provides an opportunity for us to chart ways by which we can move forward.
“When you see two people fighting out there, fight is cheap, anybody can fight but getting solutions is the problem and so when you see people fighting it is because they have run out of ideas and I believe that by your calling and training as medical doctors, there is no way we can run out of ideas. It therefore means that we must find a solution.
“For us, candidly speaking, when you talk about democracy itself, the promise of democracy first is life, liberty and the pursuit of happiness. So, that is the first promise which is life and that is the work which you do. Without life you cannot be begin to talk of any other promise of democracy. You can’t be talking about liberty. You can’t carry liberty to a corpse, I have never seen that and I don’t know where dead men are involved in the pursuit of happiness. Even if nothing is going to work, let it be that our citizens are alive and our Constitution gives impetus to this where it boldly declares that the security and welfare of the citizens is the primary responsibility of the government. So, if we fail at this, our government is failing in its number one primary responsibility which is declared in the Constitution. “
Earlier, the chairman of NARD expressed gratitude for the intervention of the Speaker in finding a solution to the issues.
Prof Adewole, in his remarks, assured the Speaker that the ministry is committed to respecting all agreements entered into by the relevant parties.
On his part, the minister of Labour informed the Speaker that they had come up with the causative factors of the strike as well as ways that they can be addressed.
The chairman of RMAFC, Engr Elias Mbam, urged the stakeholders to be guided in addressing the pending issues in order not to create fresh ones, while adding that the agency will continue to facilitate whatever will bring calm to the Health sector.
The meeting ended after several hours and the resolutions reached are as follows;
(1) The Ministry of Health will come up with a list of those entitled to skipping and the amount, and they will pay themin one week. Forty two (42) institutions that have not been implementing skipping should be asked to commence implementation immediately. Committee of CMDs to meetin one weekand implement skipping and any CMD that is unable to pay should appear at the next meeting onJuly 14. The judgment of the Industrial Court must be executed.
(2) That by First week of July, guidelines on Residency Training will be made available.
(3). Entry point for House Officers should be from 9 step 4. It should be implemented immediately by the Chief Medical Directors.
(4). They should also start implementing pensions immediately.
(5). On those unfairly sacked, NARD will make records available to the ministry of Health. Minister of Health should issue a circular to CMDs to review the issue of those sacked unfairly without recourse to the earlier circular detailing the template to be followed. Circular to be sent onWednesday June 22nd 2016by the Minister to all health institutions and Federal Medical Centres running the Residency programme.
(6). The issue of FMC Owerri will be revisited. Meeting appealed to Minister to take a second look at it since doctors did not declare strike ab initio.
(7) IPPIS Will be implemented immediately, and doctors should be migrated to the platform with immediate effect.
Speaker to meet with Minister of Finance on the issue of IPPIS for all doctors.
(cool. Speaker should appeal to state Governors to pay Resident Doctors.
(9)Minister of Health said: “We will do everything humanly possible to implement all the decisions arrived at in this meeting including the fact the circular sacking Resident doctors be ignored by all the parties concerned.”
(10). Resident doctors’ leaders at the meeting agreed to appeal to their members to suspend the strike until the next meeting ofJuly 14, 2016.
(11 ). Meeting to reconvenein three weeksand review progress made on implementation of agreements reached in the meeting onJuly 14 2016.
