Our action in the field

The logistics coordinator is responsible for the smooth functioning of logistics on the mission. He/She makes sure the resources which are necessary for carrying out the programmes are available and actively participates in the mission’s safety management.

Safety : He/She assists the Head of Mission with safety management. He/She is directly responsible of the daily, concrete aspects of the mission’s safety management.

Supplies : He/She coordinates supplies and deliveries for projects and for the bases. He/She guarantees that PUI’s procedures and logistical tools are in place and are respected.

Fixed equipment : He/She is responsible of the management of computer equipment, tele/radiocommunication equipment and for the mission’s energy supply.

Car park : He/She is responsible of the management of the car park (availability, safety, maintenance etc), for the smooth functioning of the mission and the realization of activities in accordance with the available budget.

Functioning of the bases : He/She supports the teams in case of redeployment/installation/rehabilitation/ closing of bases.

Representation : He/She represents the organization amongst partners, authorities and different local actors involved in the logistics and the safety of the mission.

Job Title: Baseline Research Consultant

Human Development Initiatives (HDI) is a leading not-for-profit Non-Governmental Organisation with partners across the six geo-political zones in Nigeria. For over eighteen years HDI has been working in different areas of human and social development particularly empowerment, child rights, human rights, law, policy, transparency and accountability in governance as well as governance reforms.
HDI with the support of MacArthur Foundation has embarked on a project to reduce opportunity for corruption in the National School Feeding Program in Nigeria with specific focus in two project states which include Lagos and Kaduna states.

In view of this, HDI seeks a Consultant to conduct a baseline survey research on the National School Feeding Program (NSFP). The survey will evaluate: the models of operating the NSFP in all states where the program is currently running while placing specific emphasis on the project states of Lagos and Kaduna.

Kindly note that the consultant may not require the extensive travels to all States where the program is currently running, however, they would need to visit sources and access data bases where this program’s model of operation can be professionally and accurately documented. It should be noted that this assignment will require on-site visit especially to selected schools in project LGAs in Lagos and Kaduna states.

Assignment Description
The research is expected to:
• Provide information on the historical background, rationale for the school feeding program in Nigeria with special reference to other African countries that have successfully implemented the same.
• Carry out an analysis of the model of operation of the NSFP in all states where it is currently running since inception; state government budgets for the program, as well as government agencies in-charge.
• Carry out an evaluation of the level of awareness of the local community members about the school feeding program.
• Carry out an evaluation of weak links and possible avenues for grand and retail corruption in the scheme as well as other factors that can affect the effectiveness and efficiency of the program.
• Conduct an analysis and evaluation of important facilities and structures such as classrooms, desks, chairs, qualified food vendors, including expected quality and quantity of food among others.
• Conduct a Corruption Risk Assessment on the school feeding program particularly in project states and generally in other states currently running the program in Nigeria.
• Carry out an evaluation of local community economy of selected host communities.
• Deficiencies in program implementation in the states of intervention.
• Conduct an evaluation of sustainability of the school feeding program in Nigeria with key recommendations on how to prevent corruption and tackle other issues raised by research.

Deliverables
• Delivery of a well-articulated report on the study.
• Draft report of findings in the focal states.
• Final report of assignment with appropriate annexes.
• Preparation of a report of Corruption Risk Assessment.

Qualifications and Experience
• A minimum of a Master’s degree in relevant field.
• Research experience of at least 4 years in the area of governance, basic education and/or anti-corruption work in Nigeria.
• Past experience in conducting researches funded by reputable organisations both national and international.
• Ability to conduct both quantitative and qualitative research.
• Ability to deliver within a short period of time.
• Ability to work under stress.
• Experience in working with CSOs in Nigeria will be an added advantage.
• Excellent report writing and presentation skills (written and spoken English).
• Willingness to travel to focal States, as needed to deliver on the assignment.

Duration
The proposed timing of this assignment is on or about o/a October 10 through December 9, 2016.

Location, Timing and Level of Effort
Primary project locations are Lagos and Kaduna states while other states already running the program should be consulted for information. The estimated level of effort is up to 40 days to include work days and in-country travels as estimated below:
