Should they "pay big to different security agencies" after paying all relevant taxes as and when due?

Another "Aiki Soja" to destabilise State Governance. Audu Ogbe should just draw up his uniform civil defense policy and pass it on to States Governments with Federal Government grants to implement. A token payment that is generalized but not standardized is a reckless charge and tax on the unsuspecting States.
