This should be done by the state govt not governors. The governors should just be a catalyst to that. The mandate of the ministry should be founded on planning the south eastern development. The should put up a plan of the infrastructural development of the region especially rail and electricity. They should bring up policies at the same time reflect on some of the policies that are of bottle necks to the development of the region (including lobbying the fg in terms of policies) . The rail should be trans-regional one where it should run like a circle. It should start from PH-Aba-owerri-Onitcha-Asaba in the first phase. Then another one from Aba-umuahia-Isuikwuato-ivo-Afikpo-Abakaliki. Then the upgrade of the enugu rail route to standard guage. The final phase should include covering the onitcha-awka-enugu-Abakaliki line.

This idea if actualized will b really great though it's gonna cost a lot considering d rail road in Imo state isnt working cos I had to stop at Umuahia n took a bus to Owerri when I boarded a train from the north last year

Igbo Republican nature sometimes have its disadvantages like lack of centralization.
But that should not be a hinderance, there are Rich Igbo Men that can pay donate bountifully to this dream.

One does not necessarily have to be rich to contribute. When Imo Airport was built people contributed what they could afford and with present day situation anything from 500 Naira is good. The important thing is to make everything transparent.

South East comprise of 5 states, Abia, Enugu, Imo, Anambra, Ebonyi and for this states to be developed, they need to be centralized and united in planning.

Number 1
Setting Up A South East Developing Cooperation(SEDC) that will be sponsored by the 5 SE Governors and will have their branch offices in every states in the south east.

Number two
Opening Up A Joint saving Account Of The 5 SE States where
a) a deposit of atleast 200million per state governor will be made every month.
200million x 5 states=1 Billion per month
b)50million per month by the 15 senators in South East.
50million x 15= 750million per month
c) 10million per month by the 30
Federal house of reps from South East.
10millionx 30= 300million per month.

NOW ADD THEM UP TOGETHER= 1 Billion plus 750million plus 300million= 2 billion,50million naira.
----
Then if SEDC realise approximately 2 billion per month, multiply it by 12month= 24billion naira.
Multiply the yearly 24billion naira by 10years = 240Billion naira.
Thats means that 240billion naira will be in South East Development Cooperation(SEDC) account in just a span of 5years upon establishment.

- With 240billion invested in South East, will it not develop the Geopolitical zone the more, make it a hot investment zone and attract Igbo business men back.
For example,
- 1. If Akwa Ibom state completes its seaport, SEDC can build a Light Rail project from Aba to The seaport in Akwa Ibom, in order to boost up a close importation and revive south east economy.

- 2. SEDC can build a multipurpose industrial park in Nnewi, investors are on ground to key into the project.

- 3. SEDC can pull investors to invest in Enugu Coal inorder to Power up the South East. Enugu coal can serve the 5SE states in constant electricity for up to 100years.

- 4. SEDC can launch and build an Agro-industrial and processing zone in Ebonyi state inorder to tap into their Agricultural potential and create jobs.

- 5. SEDC can turn Owerri into an Educational and Tourism base in SE.
A University that will be international standard can be built in Imo and the tourism potential of the state harnessed like the oguta lake.

- 6. SEDC can fix SE federal roads by itself.

When Nairaland had real Igbos devoid of Jonathan's paid agents and IPOB we engaged in fruitful discussions. People like Onlytruth, Asha80 not Chino's Asha90 clone and Ogbuefi alongside me were almost drawing out a good plan.

The most important thing is integrated fast rail system and optimal power generation for the entire zone. We have the money. If Igbos will ever agree I can personally donate 20million Naira as contribution for fast rail. I know others willing to drop 100 to 300 million here in Port Harcourt but the problem remains inability to agree on anything.

The US did not become a nation of 50 states overnight. Many of the states had to apply to join the union. Pueto-rico is still today trying to become the 51st US state even though it is already a US protectorate.

It is a tall dream but not unrealistic. The problem with some of us is that we identify a problem, propound some solution and without testing or weighing options we run it down as unrealistic because of some personal feelings. I know my people, when we come together forge a course ahead we always gain a goal against all odds. This zeal can only be harnessed with proper organisation. Look closely to investments flowing into the region lately you will notice it is because of self reawakening of our people and govt. For example Take a look at the number of power stations (both proposed and on-going) in the region, you will notice it is still been done on unorganised manner, this is because there is no body or institution managing it to include a region wide approach. That is why i supported what ada wrote on the need to form a development agency that will for see to these kind of regional developments, but I am not in support of the financeing part were she tends to place all the burden on the state or on the possible agency. Such approach will clearly be a clog to the wheel of the agency as some states will be unwilling to under take such. But a more realistic approach is were

i. This agency has the obligation to identify,harness, plan, and enforce some of it plans.
ii. States within the agency will work according to the regional plan as well plead for some modification if there be a need.
iii. The private sector then has to take over most of the capital projects in collaboration with the regional govt.
