Issues like marriage are subjected to customs and cultural norms. It was normal 14000 years ago for Arabs to marry young. Though, that isn't usually the case today, there are still places where 'minors' can marry even in the United States.

Lastly you stated claimed that the Qur'an mandated that it women should marry at 13. I will assume that you made that statement due to a misunderstanding or misinformation. There is no law in the Qur'an that mandates that anyone should marry at a certain age. If you are sure and confident of your claims then provide your Quranic evidence (if you find any).

Our educated girls don't dress naked in the east too, fashion and mode of dressing depends on the occasion, for the fact that the girls dont dress half naked doesn't mean most of them don't wish to, but it's just conformity to a certain norms which is mostly involuntary because they know the penalty awaiting them for not conforming, either by their families, society or a certain religious body which they belong to.
