Let me answer you to the best of my knowlegde. From what I have gathered, payment can only be made in full, but if you have a third leg (i.e connections) it might just be possible to pay half. Also, cupboard wont be given to you except in rare cases, so just be prepared to buy one if you so desire it. Lastly, the number of people in a room will depend largely on the size of the rooms.
