What's the difference between being banned from large parts of the center of town and being 'restricted'? Unless you mean that Keke are allowed on those roads at certain times then 'banned' is more accurate than 'restricted'. It's a similar situation in Calabar where Keke are not plied in the center of town because they are prohibited.

Keke is preferable to Danfos or Okadas but you do need a centralized bus system or some form of organized mass transit that plies the major routes.

And people can only be 'charmed' if they've been conditioned to believe in superstitious nonsense. If people are told that witches and witchcraft are real and have their heads filled with such tales from the day that they are born then they are more likely to be susceptible to 'charms'.
