That is operating system issues. You should either do a system restore or install a new operating system.

Whenever I plugged the charger it will charge up to 15 to 23% after which it will show " Charger plugged in, battery not charging". I got a video on how to fix it from youtube, but it only solves the problem for a while and it will start misbehaving again. Please help with a better solution.

You are going to test another charger and another battery on your system. One of them is most likely faulty.

it Toshiba Satellite U300 running window 7 ultimate 64 bit, i bought i universal driver yet it did not drive it, i went to a pc specialist he said Toshiba is hard to get its driver and parts.

I'd suggest you downgrade it to 32bit and buy driver pack 15

I advice you take it to a technician near you if you don't know.

Get a windows activator from those guys selling computer software. Its cheap and easy to use.
