Buhari is the C-in-C of the armed forces and not Wike!!! It is his responsibility to keep the state safe.BTW the President does not have the powers to declare SOE in any state without approval from 2/3 of the NASS.Nyesom Wike will be Governor till 2023 and there is nothing you can do about it
