It's possible. I served in Sokoto State and I can attest to it. In Silame LG where I served, there existed only one secondary school that had her SSS Classes abolished as there were no candidates for that level after the JSS Classes

Well well well....what I'm I seeing here? The northerners again!!!!! Most of them are the ones in power, they have wealth and food, but yet they are still the most BACKWARD people/tribe in Nigeria. How can a local government be established without a secondary school? Isn't that insane.... Well I'm not surprise, that is why most of them can't even say their names properly.
