You are familiar with pure water production, that's a factory error and it happens alot in production but they don't bag it for consumption to the customer rather they keep it for personal consumption,
That is 1 in a 1000 mistake.

I have been in Benin for 5years I have never for once seen a sachet water like this. That is 3 sachets its a factory production error.
