Gazzuz,its nice that you're also towing this line and like I stated earlier,I'm not trying to poke my nose where it's not needed neither am I trying to form "ITK". Custom duty payment has always been a major issue between licensed agents and importers,our national association led by Alhaji Shittu with officers of the NCS have met times without number to discuss and believe me,even amongst them,it's always a difficult issue that can't be trashed out.

I'll be devoting my weekend to answer issues on some technicalities about custom duty payment on this thread and also on https://www.nairaland.com/2208157/c-number-verification-thread too.
It's better to be safe than to be sorry and GAZZUZZ,well done and more grease to your elbow.

***** BREAKING NEWS FROM THE FEDERAL GOVERNMENT OF NIGERIA.

NEWS: FG Bans Importation of Vehicles Through the Land Borders

Importation of vehicles into Nigeria through the land Borders have been banned by the Federal Government. The prohibition order covers all new and used vehicles.

2. The Ban is sequel to a Presidential Directive restricting all vehicle imports to Nigeria Sea Ports only. The order takes effect from 1st January 2017.

3. The restriction on importation of vehicles follows that of Rice, whose imports have been banned through the land Borders since April 2016.

4. Importers of vehicles through the land borders are requested to utilize the grace period up till 31st December 2016 to clear their vehicle imports landed in neighbouring Ports.

If the used car was bought brand new from a dealership it will come with a Dated and stamped cover note.

If it was imported by an individual, it must have come thru land or sea borders. In rare cases it could have come in by air. It must have gone thru customs, and a certificate issued before vehicle is released.

Answer to your question is YES

I contacted the man I bought it from he said he bought it new in gbagada Nigeria so it doesn't have custom papers. What should I do.

If eventually you are stopped by the relevant bodies in charge of checking for duty, you will have to prove that your vehicle was supplied by Dana motors, Stallion motors etc. failure to do that, you might be on your own

I would urge him to continue to save Nairalanders from the stress of buying vehicles with un-paid duties .
