A prosecution witness in the trial of former chairman of Daar Communications and Investment Plc, Raymond Dokpesi on Tuesday claimed that he(Dokpesi) was paid without executing any contract with the Officer of the National Security Adviser (ONSA).

Salisu Shuaibu, who was former Director of Finance in the ONSA, testified at an Abuja Federal High Court that the sum of N2.1 billion was transferred to Dokpesi through the Central bank of Nigeria (CBN) in four tranches of N500m each.

Led in evidence by counsel to the Economic and Financial Crimes Commission (EFCC), Rotimi Jacobs (SAN), Salisu stated that a contract would usually require an agreement with the company prepared by the legal officer at ONSA and approved by the NSA, which was not done with Daar.

He testified that on the four occasions, he was instructed by the then NSA, Sambo Dasuki to prepare the payment mandate for him to sign while he (Salisu) counter-signs. The document will then be forwarded to the Central Bank of Nigeria (CBN) for execution.

He said the processing of payment mandate for contractors of the ONSA began under the tenure of late General Owoeye Azazi and was used for the purchase of military hardwares, explaining that the contracts do not include media campaigns.

“This payment is the first time we are budgeting for media campaign in the Office of the National Security Adviser,” he said.

However, being cross examined by defence counsel, Wole Olanipekun (SAN), Salisu admitted that the ONSA was not a procurement agency under the Procurement Act, but added that the office enjoys some exemptions in the area of purchase of military equipment.

The case has been adjourned to February 7 and 8, 2017 for hearing.

The more you look at these corruption cases, the more sorry you feel for Nigeria. N2.1bn Without A Contract?

That Nigeria’s corruption monster is systemic and hydra-headed is not in doubt. There is need for a holistic and formidable strategy that tackles the malaise from all fronts.

The effect of corruption on Nigeria is, of course, unquantifiable. Aside from soiling Nigeria’s corporate image in the international community, all the social, economic and political structures in the country have been ruined by corruption. Social services and infrastructure are in a shambles. The people are pauperized as the ordinary people are always the victims. While the people wallow in abject poverty and want, members of the political class and their business class associates bask in stupendous stolen wealth.

But expunging this malaise, from Nigeria’s system cannot be a day’s job. First, it is necessary to fish out corrupt individuals and have them properly prosecuted and punished as deterrence. To do that would require a strong and independent judiciary that is committed to the fight. A weak and corrupt judiciary, as is presently the case, cannot accomplish that task. Maybe the time has come for a special court or an anti-corruption tribunal to do a better job. Such a tribunal would fast-track corruption cases instead of allowing them to drag on for years at the end of which nothing is achieved. Then, commensurate punishment like forfeiture of all assets, recovered from those found guilty or even life imprisonment would be most appropriate.

Jonathan's Government is the most corrupt elected Government in the history of Nigeria. Despite everything Buhari is doing to recoup the stolen funds and fight Nigeria's biggest problem (corruption) more than half of the country still sees Buhari as the Vilian and jonathan and his wife as heroes even though its as clear as daylight that their Government wrecked this country. And if Goodluck Jonathan contests the Presidential election against Buhari today he would win. Nigerians want to eat their cake and have it.


Now I know for sure that Nigerians deserve what they get from corrupt politicians.

In as much as we desire the war against corruption it must be followed to a conclusive end so others can have a change of heart about committing such offences but my question is this, with the dwindling economy what has happened to the recovered loots?

we are tired of the naija judiciary. very slow in the dispensation of justice. imagined case adjourned till February. how long can we wait o God.
how I wish God can give us some one in the person of Zoro (legend and Mark of zoro. a. k. a Antonio banderas) to eliminate corrupt individuals and politicians in the society.
and it is a pity that this man, dokpesi despite the huge amount he received still remain one greedy old fool. look at his radio and TV station in Benin. it is nothing to write home about. they don't work well. you see them on air now and in the next minutes they are off air. paying of his workers is a thing of the past.
look at ku FM the way they progressing in Benin because the owner is not greedy.
