That is not sustainable. There are also documented stories of how schemes like this defrauded and impoverished lives.
Few will benefit but many will lose because such an idea isn't sustainable. There is a limit to the population involved and soon the number of people needing help will overwhelm those providing the help.
This isn't about government intervention etc. The operator knows this and I'm sure he already has his escape route when things start going wrong. He will blame the government and so would all of you.
