2. When you go register that church with CAC, then you are invariably accepting to be regulated.
3. When you start collecting money from people for an organisation you register with CAC, then you are knocking the door of regulation.
4. Much more when that "church" are involved in other "ventures" (schools, banks, universities etc) then it even gets more interesting
