Prior to the emergence of the Rescue Mission led government of Owelle Rochas Okorocha in 2011, Imo was under the siege of kidnappers, advanced fee fraud patrons, ritual killings, harassment of citizens by agents of the state etc.

This deplorable situation coupled with the emasculation of peoples right, economic pauperization and government of elites was the rationale behind the entry of Gov. Rochas Okorocha into the governorship race with the slogan of Rescue Mission.

On assumption of office, Gov Okorocha employed the seevice of traditional rulers who he empowered as Chief Security Officers of their communities with the mandate of fishing out criminal elements in their midst. His Excellency also employed over 25,000 Imo youths under the Youth Must Work programme, Imo Security Network, ISN, Imo Civil Guard, Imo Niger Delta Security, Imo Community Watch, ICW. The employment of these youths brought immediate reprieve and reduced restiveness in the polity as the youths become gainfully engaged instead of wasting their time in unproductive ventures. In addition, the state owned security agencies collaborated with the Police, DSS to fish out criminals in their communities in liaison with the Ezes. The free education policy was a big blow to crime and prostitution as students of the state owned tertiary institutions and their parents had the challenges of paying school fees removed from their shoulders. In addition, the street lights installed allover the capital city is a disincentive for crime and criminals coupled with the opening of several roads like Sam Mbakwe Road and others that provided safe haven for undesirable elements.

Little wonder Imo has become the number one tourists destination East of the Niger and the safest and most hospitable holiday destination.
