Is the said letter to be addressed to a specific office or title, or just a blanket 'To whom it May Concern'

Is the re-registration mandatory? Wouldn't that pose a conflict in the case where the car has reg number engravings on body parts.


Yes. The seller has to write that latter for you and he will be addressing it to the licensing officer.

The re registration is compulsory if you must have the vehicle's documents changed to your name since the no plate is already registered in the former owner's name ecxept you want to keep driving your vehicle in the former owner's name but this is not advisable both for the current owner and the former owner as it has disavantages.

Even if the no plate is engraved on the said vehicle, you still won't have conflict with it as there is a provision for the former no plate on the current documents that will be processed but this is only if the process is done properly.

1. Is the vehicle with the old or the new no plate?
2. If you have all the copies of the original documents, reciept of purchase, an authorization latter to effect change of ownership, affidavit for lost of all original documents and police report fully signed by the former owner with his/her passport photograph and ofcourse his contact,
Then you can process your change of ownership and re registration of already registered vehicle.

Please if you are getting a Nigeria used car...what you need is first and most important the customs papers of the car if it was bought tokunbo but if it was bought brand new you need the purchase recepit.
Secondly, the receipt and change of owner ship from the owner of the vehicle when it's a Nigeria used car but if it's tokunbo you need the purchase receipt from the seller. For the Nigeria used cars, the buyer need to take the purchase recepit and the change of ownership letter to any court to legalize the document and again to police station for them to issue you a police report on that.
Finally, you need the copies of the registration papers of the car, I repeat copies not the original. This is because the plate number belongs to the owner of the car and not to the car. The seller can still use the same plate number on another car. With all these documents you are good to go...


When you bring the copies of the documents to our office to process your change of ownership, the originals would be demanded of you and if you can't provide it, it will be assumed that the said vehicle is a stollen vehicle as any body can provide copies of any documents. Having the original documents shows that you met with the owner and have his/her consent.

Now when we process change of ownership, we do not take original documents but it must be sighted as we know that without it, the former owner won't be able to use his no plate on any other vehicle of his choice.

So at the end of re registration, the original documents tendered is returned to the current owner alongside his own documents who then returns the former owner's originals to him.

This process is a very easy process but people see it to be tedious. It's been working for a long time.

Yes you are very right.
1. The latter must be singed by the former owner which must be d same signature as you have on the reciept of purchase.
2. The contact of the former owner must be demanded and at the point of changing of ownership, the former owner must be contacted to seek his consent.
Note that the former owner's contact is already registered at the station of initial registration and also on the system.

@OP.....Let just say all necessary papers have been submitted for change of ownership and in return what are the papers expected from the licencing office ?

Allocation of registration no,
Proof of ownership certificate,
Vehicle license,
Road worthiness,
Insurance certificate,
CMR (central motor registry ). All in your name

And the former owner's original documents you submitted earlier especially
Allocation of registration no, proof of ownership certificate and vehicle license.
