Well every organization has it defined way if dressing. So in this way the FRSC Boss has not violated her in any way.

People working in any organization should learn to abide by the organization's rules all round.

The same rules he is trying to administer, is the same rule that will jail him.
If their dress code or anything doesn't conform to the laid down rules, you must follow the laid down disciplinary procedures to punish them. Examples, write a report against their actions or dress codes, give them a query, suspension and worst case scenario, termination. And remember the armed forces has their own martial courts too and procedures. Not even the president with his executive powers can cut any humans hair. Except its the court that gave such judgement.
It's an abuse of her rights, humiliation and degrading of her self esteem. Can have a long mental, psychological effect on her.
This is no longer 19th century. And Nigeria must follow suit.
YOU ARE ABSOLUTELY RIGHT, THERE ACTION IS UNDENIABLY APPALLING.
