Following the announcement by the Lagos State Government through the Ministry of Environment that the State will commence collection of an annual Public Utility Levy, Mainlanders and other Lagosians have expressed their dissatisfaction on the move by the government.

According to the State Commissioner for Environment, Dr. Babatunde Adejare who spoke during the 2017 Press Briefing of the State which held yesterday, Tuesday, April 18, 2017, the government has introduced an Environmental Trust Fund which “will provide payment of fees to service providers, concessionaries and contractors under the Cleaner Lagos Initiative.”

Speaking on the new utility levy, he said “a Public Utility Levy (PUL) will be paid annually on all properties in the State into an Environmental Trust Fund.”

He added that “a Waste Service Company has been concessioned to provide waste collection services to residential premises in the State.”

The PUL under the Environmental Trust Fund was established as a funding mechanism to aid in the tackling of crucial environmental issues and the implementation of the Cleaner Lagos Initiative.

Meanwhile, Mainlanders have taken to various social media platforms to express their displeasure on the new move by the government. The process was condemned as multiple taxation by the Lagos residents who already have various levies such as Land Use Charge, Waste Management Bill, Water Bill, among others they pay to the government coffers on a regular basis.



According to a Twitter user, Deji Dokun, “First drilling boreholes would be an offense, now Public Utility Levy. What does that even mean?”

Another user, S Adesanwo asked rhetorically that “Pls after this, would I still pay a separate fee for waste disposal, water, still generate power and hire security men??”

To Olusegun Popoola, “this is not a good idea. It is completely counter intuitive.” He added that “we are watching this space. These multiple taxes are definitely not the way to go. What does Public Utility Levy mean?”

Black Beard sees the new move as “one burden too many after paying for land use charge, LAWMA, PHCN, water bill, etc, what are the elites paying for in Lagos?”

However, a user, Nigeria Reports opines that “you are doing great works. Do not introduce another #TAX on properties. Ikoyi, VI, Gbagada, GRA are yet to pay LAND USE CHARGES, make them pay.”

He added that “this is major problem of Nigeria, when the economy is down, government officials don’t know that they ought not to introduce or increase tax. Reduce the arm- robber salaries of political office holders and see if the required excess fund won’t show up. Instead you still want to take.”

To Seyi Ajayi, “This can not pass if we,really engage our legislators. They will do that because they know we shall absorb it. In Nigeria government puts rope on the citizen’s neck not to eat while they finish the food.”

Ambode should pull the plug on this criminal level ASAP...What utility are we expected to pay for again , we already pay Lawma, we pay land use charge , we pay electricity bill , there is no pipe borne water if not we would have paid so what utility are these people talking of ..If you ask me this is a backyard way to enforce the failed bore hole tax

Please where is Adegboruwa, that lawyer always in court to fight government? Over to you. There is Land use charge, so there shouldn't be any levy again on Property. No matter the explanation!

Everyday we wake up to a new scam in lagos...........that was how Agege local government brought us electronic bill usage,counting the no of flats in the house and telling us the no of tv's,radios and fans per flat and how much is to be paid per flat for all these items. Personally, I would want a change of governance in Lagos. Whether it's PDP or KOWA, I just want another set of people with a criticizing ideology to govern.

That way,we will see the loopholes in Lagos. The poor are always bearing the effect of multiple taxation. The rich ones don't.

The problem with Nigeria is that too many people feel they should have an opinion and yet they don't even want to read to enlighten themselves.

For those who listened before commenting, you would see that with the PUL all other waste management bills paid to LAWMA would no longer be necessary.

The logic is simple. Previously, when you pay LAWMA fees, it goes directly into a general pool of IGR of Lagos state.

But with the PUL, the fund would to used to cater exclusively for Environmental management issues

Ambode is doing a great job and presenting Lagos with intelligent leadership.

I think it has come a time when people will start heading to Lagos-Ibadan expressway to determine whether they'll be heading to their village or any other location of their choice. No wonder there's no such signage like "Welcome to lagos". What you see is "This is Lagos". This lagos don dey be like london oo. E too expensive die.

This is what make a city thick, no good thing comes on a free plate. Abroad is fine, those are the things that put them where they are today. I living in Europe for almost 2 decades now and I have not stop paying those bills till today. I bought my house 2002, I pay for refuse, pay for for circulating the road, I pay the council for my house being in that local government, I pay for the garden the children play near my house and so many things. Good environment calls for proper funding.what we should be talking about is that they use the money judiciously.

Ambode would soon lose goodwill if he continues to follow this ignoble 'elitist' and heavy-handed path pioneered by his disgusting predecessor called Fashola. This is not creative governance or innovative IGR generation. It's one thing to take advantage of the massive population of a mega city like Lagos, in a manner that individuals would barely feel the pinch. This needs creative thinking, not the usual lazy approach of plucking the low hanging fruit (I regret being Nigerian because of this idiotic and lazy penchant for the easy option). It's another thing to embark on a senseless, ill-advised and unsustainable over-taxing drive.

There are numerous vanity hubs in Lagos - residential, recreational, and otherwise, patronised by money drunk idiots who made easy money and are eager to lavish it foolishly. How about thinking up and implementing some kind of vanity tax? This would yield hundreds of billions annually. Channel your revenue generation efforts towards these areas. Over-tax the so-called 'exclusive' residential enclaves (Osborne Road and its ilk), boat clubs, so-called country clubs and elite clubs (including Ikoyi Club, Island Club, Yoruba Tennis Club, Lagos Polo Club, etc), Over-tax the vanity waste centres like Quilox, 57, Cova, et al et al. They are too numerous to mention. Leave ordinary people alone. If you must raise revenue from millions of heads (to leverage on the population), then the cost per individual must be so negligible as to be barely noticeable.

These bastards in political positions must THINK and ideate CREATIVE SOLUTIONS. That's why they were elected or appointed, with massive benefits like plum salaries, allowances, room for corrupt mega deals and siren blaring privileges. If you're not smarter than myself and cannot THINK out innovative solutions other than the regular low hanging fruit that any Ibarapa Poly dropout buffoon can think of, then I personally feel aggrieved that you're there blasting past me in black Toyota Prado and Mercedes G-Wagon SUVs and Hilux pickup vans filled with overzealous police escorts, while I'm standing under the scorching sun waiting for a bus, watching you enjoy the benefits of your incompetence.... You are a waste of space, and should get out of there and make room for those who are capable.
