The Speaker of the House of Representatives, Mr. Dimeji Bankole, has said that President Umaru Yar‘Adua did not comply with the 1999 Constitution by spending 41 days outside the country so far without forwarding a written declaration to the National Assembly.

Bankole, however, clarified that it was not his duty or that of the National Assembly to force the President to observe the constitution.

The Speaker told SUNDAY PUNCH that the legislature would only act after the President had written but that it could not compel him to make such a declaration.

Actually, yes; by virtue of Sections 145 and 146, he has actually. But, the fact is the issue of Bankole to say that the man has breached the constitution. It is left to the members (of the House) to raise such an issue He is (only) the presiding officer.
