All the padlock would do except 15 and 18 they would try but it will be difficult unlike the rest of the padlocks
no it won't.
Unlock 15 or 18 and twist the bar sideways to slide out the flat bar holding the other padlock.
But I won't chose 18. because of the closeness to the wall, even after unlocking, it might not be easy to pull it out

You don't need to unlock any padlock. The four padlocks at the bottom aren't attached to the iron beam but were just placed on it. Reomiving both of them would free up the bigger beam to unlock.

Correct! But the one on the left(Modeco) is more efficient, with the way they were placed, opening it would open the lock on its own, gravity, the padlock's weight itself and other factors like wind, earth movement and vibrations, would act on the other padlock, which would pull it out, then comes down the other padlocks, and it's open, though the same pressure and factors would act on the padlocks below by using there weights to pull them down making it a bit difficult to pull out the rod holding the above padlocks as the weight of padlocks above had been reduced when/if the Medeco padlock is opened and removed,, or any one can just easyly pull it out after the Medeco padlock had been opened.

Oh True! True !! True !!!
I didn't check the way the padlocks below were locked to each other well enough, had to recheck and just noticed it,, though i gave my answer based on the locks coming down on there own, if the below padlocks were opened you'll still need to pull them before the lock would be totally opened but open the Medeco Padlock and the weight of the other padlock with white tape would pull the rod out on its own grin

You don't even need a key to unlock it, just remove the co joined padlocks at the bottom and remove the iron that join them togethergrin
