OPEN LETTER TO THE NDDC MANAGING DIRECTOR

On behalf of the 2016 NDDC Scholars, we write to express our displeasure, disappointment and pathetic predicament at the hands of the Niger Delta Development Commission.

On the 4th of October 2016 at the Pre-Departure Briefing of the successful 2016 NDDC Scholars at Hotel Presidential, Port Harcourt, we were presented with an award letter which clearly provides for the payment of our Scholarship Fund. The award letter stipulates in Paragraph 2, Clause N that;

“Your tuition fee shall be disbursed directly to your University from your scholarship fund, while the balance, if any will be paid into your account for your accommodation and upkeep.”

Furthermore in accordance with the tradition of NDDC we were promised mobilisation fee to ameliorate the cost of our travel expenses, to wit; air ticket and visa application fees.

While we were assured of the payment of the said Scholarship Fund and Mobilisation Fee almost immediately by the former managing director, 8 months after, not even a dime has been paid to the 168 awardees of the 2016 Scholarship scheme. We are indeed very weary of the long wait and dejected by the embarrassment this has caused us in our various universities abroad. The said scholarship funds were provided for in the 2016 budget, however, 5 months into 2017 we still have not been paid. One can only imagine that the delay is deliberate to enrich the pockets of those causing the needless delays.

On the 5th of December, 2016, we paid a visit to the commission seeking to get an update on the delay of our funds. We were told that the funds were being processed and promised that it shall be disbursed soonest. Till date, we are still desperately waiting for the payment.

On the 20th of April 2017, due to the massive outcry and suicide attempts by some of the 2016 scholars, the commission reluctantly paid 32 scholars out of the 200 awardees, leaving the remaining 168 to wallow in want, dejection and despair. Since the commencement of our studies abroad, the quality of our lives have substantially declined due to the failure and reckless negligence of the commission to pay our upkeep funds. It beats our imagination how a country, through NDDC, can abandon its nationals in a foreign land for 8 months with impunity and immeasurable disdain, without providing any means of survival for them as provided for in our scholarship award letters.

Sadly, some of our colleagues were denied admission because of the non-reliance of the NDDC award letters by their institutions, because the commission is notorious abroad for its reckless and unnecessary delay in honouring its financial obligations to the institutions and scholars alike. Majority of the awardees are still in Nigeria because they could not afford the travel expense because NDDC has neglected to fund the travel expense as promised.

In light of the aforestated, we humbly request a detailed update on the true situation of things and prompt payment of the Scholarship and Mobilization funds. Sadly, we are almost at the verge of losing academic focus because of lack of funds. Our daily sad but inevitable distractions in school includes but are not limited to: hunger and starvation, constant embarrassment from the University authorities who threaten to unregister our studentship and report us to immigration service for non-payment of fees, embarrassment from our landlord's with the threat of eviction and lack of funds to buy basic clothing.

On this basis we do appeal to the office of the Ag. President, the Minister of Niger Delta Affairs, the senior special assistant to the President on Foreign matters and diaspora, the Governors of the Niger Delta States and the Managing Director of NDDC for a quick intervention on this issue.

Nothwithstanding all the challenges we face, we are proud to be associated with NDDC and are appealing that the aforementioned issues be speedily addressed, as our academic performance depends to a large extent on a balanced psychological state.

What a big shame on NDDC! They've continously abandoned scholars and delayed their payments. Meanwhile, the MD and all their staff are receiving salary monthly.

And the money for the scholars was approved since last year. Honestly, this is the height of wickedness. All those withholding the payment, I pray God will deal with them.

Chai, a call for application for 2017 NDDC Scholarship is already out ooooo. What will be the fate of the prospective scholars if 2016 scholars are still being owed?

Please pay us oo NDCC. You made us travel soon after the briefing so that we will not loose our scholarship. 7months after and we are suffering in a foreign land. Our Education is suffering, our health is suffering. Schools are on our necks everyday , not to mention landlords. We borrow to eat and work menial jobs to survive. Please pay us. ENOUGH IS ENOUGH!!

This is unforgivably deplorable. My University already threatening to deregister me if fees are not paid soon. Scholarships were given since October 2016. It's almost the end of May 2017 and no payment yet. What gross wickedness. Somebody go leave Nigeria come pack shit for UK in the name of NDDC scholarship. Loud it till it gets to the appropriate quarters. All we want is our scholarship monies to be paid ASAP

Now that the Naira has gained some value against the dollar is the best time for them to pay. But it seems some top NDDC directors had gambled the funds on the prediction that naira will SLIDE inteas so the thing don hang them for throat. Na so so story them go dey talk now.

If Mr. President is really fighting corruption I wonder why after reading this, he should spare any of those NDDC Directors delaying the payment. Imagine 8 months in a stingy country like UK with. No matter how you work you will still be broke and those Directors are sitting on the payment for no just course even when the money was approved in the budget.

Walahi, this is murder!

The evil that men do lives with them. It's very unfortunate how these people treat human beings with disdain. The worst part of it is that the money is available, but for the selfishness and greed of those people in the NDDC they have refused to release the money without considering what people might be passing through. And besides, the reputation of Nigeria as a whole is being dented globally and these people don't even care. The law of karma must surely visit them and their generation.

It is extremely shocking to know that the 2016 scholarship funds which have been stipulated in the 2016 budget are yet to be released. How can NDDC defend such a crass and shameful inaction? Scholars are languishing in foreign countries, while others are unable to travel due to no mobilization fee. How do they expect scholars to survive without upkeep? Not to talk of tuition fees. It is truely sad and disheartening.

The NDDc Management always Cook up frivolous excuses for their misconduct; they will soon result to cheap media propaganda to explain their inhuman actions. Let the needful be done. How long will it take them to pay the tution & up keen of the remaining scholars? The 500k to enable scholars pay for visas & flight ticket looks unrealistic for the remaining scholars. Please NDDC stop handpicking, pay all scholars.

Ehnnnn!!!! Wow. Their own fathers didn't treat these leaders of today in public office the way their treating this younger generation. I wonder where these crop of people came from, exhibiting such level of wickedness. I heard PTDF have finished paying everything up for their scholars and that of NDDC are yet to get a kobo. This is marvellously wicked. There must be serious corruption ongoing at this commission. Mind you dear scholars, you guys have the right to sue these guys for extra cash due to the simple fact that this is human right violation and another form of slavery. I think if this issue is handled the "Nigerian way", it would yield no impact in the nearest future. An international investigator would be best to ask questions, which would yield a positive result in the future and wicked people loosing their jobs. My dearest sympathy to you guys. But be bold and take what's yours. Its yours anyway in the first instance.

NDDC Management unfair disposition has given us (2016 Awardees) little or no choice to expose their lack of administrative sense towards the management of this scholarship scheme. They should as a matter of urgency find way to address this antediluvian approach of handling sensitive matters such as this; they shoud shun interest and do what is right. All we are saying is that the NDDC should pay us our right; 500,000naira for mobilization, tuition fees in our respective institution & our upkeep.

After 8 months NDDC have not paid her scholars. How do they want them to survive? NO FOOD, NO ACCOMMODATION, NO COLD CLOTHING, NO SCHOOL FEES, NO WATER, NO PEN, NO BOOK. NDDC MD, Nsima Ekere is an evil man. Can he treat his own children like this.

It is unfortunate that NDDC has decided to treat her future leaders this way. The MD in his twitter frenzy in March 2017, said all payments will be made within one week. A committee was even constituted by the MD to look into this ugly incident, but nothing has changed ever since. This is May, and only 32 scholars have been paid so far out of 200 scholars awarded.

I know NDDC will issue a press statement any moment from now to protect their face. It is riduculous to know that fellow Niger Deltans treat their own with much disdain and neglect. The insensitivity of the NDDC management is disheartening. I wonder if all the '4 R' agenda being preached by the Nsima Ekere led NDDC is for the the media or for the people.

NDDC needs to wake up to her responsibility. I will suggest NDDC adopt the PTDF approach of running their own scholarship since the NDDC style has subjected her scholars to untold hardship over the years.

With this attitude of the NDDC, I'm no longer in doubt that gentlemanism doesn't pay in the Niger Delta region. Militants can't and won't be subjected to this type of treatment. Which way NDDC?
