But by electoral law, there is a certain minimum participation that is expected for an election to be admissible to garner the required percentage for victory. If only 24000 showed up out of 3million registered voters, obviously INEC will consider it null and void. IPOB wins...so they know what they are doing!

When Politicians drop money, the number of voters required for minimum participation will be achieved. Don't underestimate what pressing needs can push one to decide
