This is simple! If you have a population of 100people in a country and over 80% (80+) are out of school then you have the highest number of out of school students in the world. It is simple percentile statistics no hard feelings.
For instance, numerically, India and Nigeria has high number of people living with HIV AIDS than South Africa but SA is considered one of the most HIV ravaged country in the world because over 50% of their adult population are living with the virus.
U get it now? So the fact is Nigeria has the highest number of out of school children in the world because over 50% of our children, predominantly in the North, are out of school!
