Developing an OS is not exactly an easy task. In fact, creating windows themes has thought me that the Windows OS is not as simle as one might think. That does not mean that you annot creat one if you commit yourself to it. Cheers! |

This depends entirely on your skill and your desires for your OS; Understand that a kernel can have very basic functionality, and can be written in a few hundred lines of code, extending on the capability of it, however, is another complete matter. Understanding kernel based development would lead you to understand how to build such things. |

It depends on what your OS is aimed at. Is it for desktop systems, phones, microchips etc? Your question isn't precise enough. |
