We need laws for order in a kingdom; law is the whole system of rules that everybody must follow; we need laws in the Kingdom so as to bring us into alignment with God to His Will being expressed here on Earth; for order and tranquility.
As for the Laws of the Kingdom, these were already given through Moses, but there has been a problem of interpretation and application.
