Mind you, world powers (USA, Russia, France, Germany etc) all have nuclear warheads but they aren't called terrorists. You can learn about developing nuclear weapons, it's free but the moment people know you have evil intentions, you will be classified as a threat and necessary actions will be taken to curtail your actions, ask North Korea.
