"According to Nigerian terrorism act 2011, only a high court judge can declare a group a terrorist organisation"

Two days ago, the Director of Defence information, Major General John Enenche release a press statement which he declared IPOB a terrorist organisation based on the following reasons:

The formation of a Biafra Secret Service, claimed formation of Biafra National Guard, unauthorised blocking of public access roads and extortion of money from innocent civilians at illegal road blocks

The Army did not state any single act of terrorism that the BSS or BNG commited. How can the mere creation of organisation be an act of terrorism? So if I form an organisation called the 'Enugu secret service', automatically Im a terrorist? How can unauthorised blocking of roads and exortion of money be an act of terrorism? It is a criminal act, not a terrorist act.

Militant possession and use of weapons (stones, molotov cocktails, machetes and broken bottles, among others) on a military patrol on Sept. 10, 2017

Let us assume that the above actually happend. It has happend many riots, demonstrations and protests in the history of Nigeria. Why is it only IPOB that the Army decided to brand terrorists based on this? Why didnt the Army explain what a military patrol doing in a civilian area that is not a combatant zone? Why did the Army tell the public that what caused IPOB to pelt them was because they shot a young man in the leg?

Physical confrontation of troops by Nnamdi Kanu and other IPOB actors at a check point on Sept. 11, 2017 and also attempt to snatch their rifles.

Attack by IPOB members on a military check point on Sept. 12, 2017, at Isialangwa, where one IPOB actor attempted to snatch a female soldier’s rifle.’’

Both these statements are the same thing

The Army never explained what it meant by "physical confrontation" which could be anything. The attempt to snatch a weapin cannot be a terrorist act. It could be termed stealing or even criminal but it is not terrorist unless the snatching is being done in relation to a terrorist act. The Army did not explain anything

The Army has labeled IPOB a terrorist group without explaining in detail any act of terrorism they commited.
