Spanish Court Suspends Catalan Parliament In Wake Of Independence Vote by moninuola65: 3:45pm On Oct 05, 2017
The Spanish government has suspended the Catalan parliamentary session planned for Monday in which a declaration of independence from Spain was expected to be made.

The country’s constitutional court said such a declaration would be “a breach of the constitution”.

Tensions between the central government and the region have mounted following last weekend's referendum on secession, which saw violent clashes between Catalan citizens and the national police.

Catalan President Carles Puigdemont had earlier said his government planned to declare independence in the wake of the secession referendum, “in a matter of days”.

But the opposition socialist bloc in the regional parliament had called for Monday’s session to be blocked.

Separatist parties only have a slim majority of the seats in the Catalan parliament.

Last Sunday’s referendum recorded a turnout of 2.2 million people – 42 per cent of the electorate – many of whom faced riot police at polling stations. In addition, police removed some ballot boxes in an attempt to enforce a Spanish court order to prevent the vote.

The organisers said 90 per cent voted for independence, but have not published the final results.

Lawyers representing the regional parliament had also warned that the session would technically be illegal because it planned to discuss the results of a referendum that had been previously suspended by the Constitutional Court.

Before the vote, Madrid said the referendum was illegal, and as the results were announced Prime Minister Mariano Rajoy said there had “been no referendum”.

Spain’s King Felipe VI also condemned the actions of the Catalan administration, saying the situation in Spain had become “very serious” and that those who had organised the vote were “outside the law”.

Spain's Constitutional Court has suspended next Monday's session of Catalan parliament, in a bid to pre-empt a possible push for independence.
The court said such a move would be "a breach of the constitution".
Earlier Prime Minister Mariano Rajoy warned Catalonia's regional government against declaring independence after a disputed vote last Sunday.
Catalan leader Carles Puigdemont had indicated that he could make such a declaration at next week's session.
The court's ruling on Thursday upheld a challenge by Catalonia's Socialist Party, which opposes secession from Spain, and not from the government in Madrid.
Allowing the regional parliament to meet and declare independence, the court said, would violate the rights of the party's MPs.
An earlier ruling by the court aimed at stopping Sunday's vote was ignored by Catalonia's leaders. That challenge to the court had come from Spain's government, which condemned the referendum as illegal.
Organisers of Sunday's vote put the turnout at 42%, with 2.2 million people taking part. They say 90% voted for independence, however they have not published final results. There have been several claims of irregularities.
There was violence at polling stations as police, trying to enforce a Spanish court decision to ban the vote, attempted to seize ballot boxes and disperse voters.

Sabadell, the Barcelona-based bank, said it will move its legal base out of Catalonia following threats by the region's leaders to declare independence.
Spain's fifth-biggest bank said it would start the process on Friday to move its legal domicile to Alicante.
Its headquarters and employees will remain in Barcelona.
The board of CaixaBank will meet on Friday to consider a similar move, Reuters reported.
Caixa is Spain's third-largest bank and accounts for about half of Catalonia's banking sector.
Shares in Sabadell, the second-biggest bank in Catalonia and the fifth largest in Spain, have fallen 10% this week as the political crisis between Catalonia and Madrid deepened.
They closed more than 6% higher on Thursday, while Caixa shares added almost 5%.
Sabadell bought TSB, the bank formerly owned by Lloyds, for £1.7bn in 2015.
Reports said the Spanish government will issue a decree on Friday making it easier for companies to move their legal base out of Catalonia.
Such a move could hit the region's finances as it considers declaring independence, possibly as soon as Monday.
The decree would allow CaixaBank to transfer its legal and tax base without needing to hold a shareholders' meeting as stated in its statutes.
The Spanish government and Caixa both declined to comment.
Catalonia accounts for a fifth of Spain's economy, with factories for companies including Volkswagen and Nestle as well as Europe's fastest-growing sea port of Barcelona.
Volkswagen briefly stopped production on one line at its Seat plant in Catalonia when protests disrupted parts supply. Stoppages also affected production at Nestle's instant coffee plant in Girona.
The Catalan business lobby Cercle d'Economia said it was extremely concerned by the prospect of Catalonia declaring independence and called for leaders from both sides to hold talks.
Dutch paint maker Akzo Nobel, which has several plants in Catalonia, said it was monitoring developments.
Spain's constitutional court has suspended next Monday's session of the Catalan parliament, in a bid to pre-empt a possible push for independence.

The Catalan chief of police, Josep Lluis Trapero, is appearing before a judge in Madrid on suspicion of sedition against the state.
His Mossos d'Esquadra force is accused of failing to protect Spanish national police from protesters ahead of the 1 October independence referendum.
Another Catalan police officer and two leading independence activists are also being questioned as suspects.
The Catalan vote last Sunday was declared illegal under Spanish law.
The hearing is taking place at the national criminal court in Madrid. The defendants are accused of failing to help Guardia Civil police tackle thousands of pro-independence protesters outside the Catalan Economy Department in Barcelona on 20 September.
Leading newspaper El Pais says the accusation against the Mossos is extraordinary in post-Franco democratic Spain.
The crime of sedition has been in every Spanish penal code since 1822 and carries a potential prison term of up to 15 years. It amounts to rebellion against state decisions or national security forces.
As recently as August the Mossos was being widely praised for quickly tackling the Islamist cell that carried out the Barcelona terror attack in that month.
The Catalan regional government says it might unilaterally declare independence within days.
Spain's Prime Minister Mariano Rajoy will chair a cabinet meeting to discuss the next moves in the confrontation with Catalonia.
Organisers of Sunday's vote put the turnout at 42%, with 2.2 million people taking part. They say 90% voted for independence, but have not published final results. There have been several claims of irregularities.
There was violence at polling stations as police, trying to enforce a Spanish court ban on the vote, attempted to seize ballot boxes and disperse voters.
