Political will is only reason. There's nothing stopping them just get more chairs. The north isn't some big homogeneous group. There are many minority tribes that make up the area. Hausa is just the lingua Franka there.

Of course there's a Southern Governors' Forum. It seems like someone creates this kind of thread at least once a year. A southern governors' forum exists, it's just that they don't meet as often as they used to.
