If the question had been first to answer correctly, it would most likely be 2. However, the question is who will shout first. 4 has no way of knowing, but has a 50% chance of being correct. So, he will definitely shout first.

As regard to what u said. Shadow will reflect as black so. I think 1st is 3rd facing d wall.
1 is believed to have another person behind him, so 3 goes 1st backward.

Let's just make it simple.
Criminal 2 is seeing criminal 3 wearing black.
Criminal 2 would be like' this one criminal 1 is silent means that am putting on white hat ooo ( since it is indicated that they have 2 white hats and 2 black hats)
So criminal 2 would shout first. Why?
Because criminal 1 remained silent since he can see criminal 2 and 3.
