system during a training exercise at the SANDF Battle School
at Lohatla in the Northern Cape province. A line of 8
cannons were engaging a tank hulk in manual ground fire
with the guns at low elevation and the maximum traverse of
the barrels secured by safety poles and tethers. The
rightmost gun jammed while firing and had to be repaired
by technicians. Shortly after the gun was cleared to fire
again, the gun malfunctioned, entered automatic mode,
broke through the traversal-restriction safety mechanisms
and began firing, striking the other guns along the firing line.
Initial reports suggested that the malfunction was caused
when the gun underwent an unexplained hang fire of the
explosive 35mm ammunition in the magazines, causing the
turret to swing uncontrolled through 360-degrees firing
wildly until it exhausted its remaining ammo. A statement
issued by the South African Defense Minister Mosiuoa
Lekota, however, stated that the gun had inexplicably
traversed 90-degrees to the left, breaking through the safety
mechanisms, and fired only a 1/8 second long burst, striking
all of the soldiers located on the right hand side of their

January 2008 blamed "undetected mechanical failure—

Only 38% of the South African National Defence Force's (SANDF's) facilities are in acceptable condition as are only half the living quarters of soldiers, according to a report tabled in parliament. Secretary for Defence Sam Gulube on Wednesday told members of Parliament's defence portfolio defence committee that the Department of Public Works (DPW) had let the SANDF down. "The chief of the SANDF said no... don't go there to the committee and be diplomatic. Tell the committee, in no uncertain terms, how much our soldiers have been let down by the department of public works," Sapa quotes Gulube as saying. According to a document shown to the committee, just 38% of SANDF facilities are in acceptable condition with 50% of living quarters in fair condition. forty percent were considered hazardous and 2% in such poor condition they will have to be demolished. Military bases at Doornkop and Lenz are in particularly bad shape. The conditions at both bases, home to the SA Army's 21 Infantry Battalion, are unsuitable for human habitation. The Parliamentary Portfolio Committee on Defence and Military Veterans visited the bases and saw buildings in disrepair; a shortage of housing; a shortage of vehicles; squatters having moved in to some dilapidated buildings; and poor discipline, including soldiers not reporting for duty. The Doornkop and Lenz bases were earmarked for maintenance three years ago but little has changed since then. Gulube said that the situation meant that the SANDF was unable to effectively deliver on its constitutional mandate, Business Day reports, and that the poor state of SANDF facilities could impact the morale of soldiers. Gulube said there was a repair and maintenance backlog of between R8 and R13 billion, and that maintenance underspending on capital projects by the Department of Public Works amounted to R1.6 billion over the past three financial years. Opposition Democratic Alliance (DA) shadow defence minister David Maynier said the Department of Defence had "both hands tied behind its back by the monumentally incompetent Department of Public Works" and called for the DPW to be kicked out of the Department of Defence. SANDF chief General Solly Shoke spearheaded the re- establishment of the Army's Works Regiment so that at least some maintenance and refurbishment of military facilities could be done in-house. The regiment has subsequently grown into a Works Formation, another indicator the military wants to be master of its own fate when it comes to facilities maintenance. Being responsible for its own maintenance could save the SANDF R1 billion a year, according to General Justice Nkonyane. Defence Minister Nosiviwe Mapisa-Nqakula has also raised the issue of infrastructure. "Over the past 20 years we have not paid enough attention to the servicing and improving the state of our facilities," she said during a media briefing last month. "The general state of our hospitals, barracks, and all our bases leave a lot to be desired. The recent establishment of the Defence Works Formation is a development that should assist us in this regard, but there are too many issues that need to be addressed if this unit is to function effectively."

The Nigerian military on Wednesday said the Military Command and Control Centre (MCCC) in Maiduguri and Yola will be operational within 21 days. This was contained in a statement by Col. Sani Usman, the Acting Director of Army Public Relations in Abuja, who noted that the military had commenced the installation of hi-tech equipment and infrastructure development of the MCCC in Maiduguri and Yola. The statement said that the posting of additional operations staff had also commenced. Usman said the installations of the equipment and the posting of the additional staff were to be completed within 21 days when the centre would be fully operational. He said that with the establishment of the centre, all strategic and operational decisions on the fight against terrorism and insurgency would emanate from the MCCC. “This will ensure faster response time; improve situational awareness and better coordination of all stakeholders. “The centre will also give the needed impetus that would ensure prosecution and successful conclusion of the war against terrorism. “It will also provide the required interface between the Armed Forces of Nigeria and the Multi-National Joint Task Force to be deployed at the Lake Chad Basin area at the end of July 2015. “You will recall that a reconnaissance and an advance team for the establishment of Military Command and Control Centre (MCCC) were in Maiduguri and Yola last week,” Usman said. He further noted that the Chief of Army Staff, Lt.-Gen Kenneth Minimah, and the Chief of Air Staff, Air Marshal Adesola Amosu, were at the MCCC to commence operations

General Officer Commanding (GOC) 1 Division, Nigerian Army, Major General Kenneth Osuji gave the warning while addressing the troops at the graduation ceremony marking the end of their pre-deployment training in Jaji, Kaduna State on Friday. General Osuji who is the GOC of the 1 Brigade, which is made up of the Nigerian Battalion (NIBATT)36 in the United Nations Mission in Liberia (UNMIL) said, they must work with the rules of engagement of the mission and respect the cultural and religious sensitivity of Liberia people. According to him, “Be reminded that the Nigerian Army will not accept any situation where its troops are seen as soft targets or conducting themselves in unprofessional manner such as trafficking in illicit substances of any kind including alcohol and drugs. “Additionally, you must respect the cultural and religious sensitivity of the people of Liberia. You must exhibit the highest sense of personal/environmental hygiene as Liberia is just emerging from an EBOLA epidemic,” the GOC stressed.

maintenance three years ago but little has changed since
then.
Gulube said that the situation meant that the SANDF was
unable to effectively deliver on its constitutional mandate,
Business Day reports, and that the poor state of SANDF
facilities could impact the morale of soldiers.

Gulube said there was a repair and maintenance backlog of
between R8 and R13 billion, and that maintenance
underspending on capital projects by the Department of
Public Works amounted to R1.6 billion over the past three
financial years.
Opposition Democratic Alliance (DA) shadow defence
minister David Maynier said the Department of Defence had
"both hands tied behind its back by the monumentally
incompetent Department of Public Works" and called for the
DPW to be kicked out of the Department of Defence.

SANDF chief General Solly Shoke spearheaded the re-
establishment of the Army's Works Regiment so that at least
some maintenance and refurbishment of military facilities
could be done in-house. The regiment has subsequently
grown into a Works Formation, another indicator the
military wants to be master of its own fate when it comes to
facilities maintenance. Being responsible for its own
maintenance could save the SANDF R1 billion a year,
according to General Justice Nkonyane.
Defence Minister Nosiviwe Mapisa-Nqakula has also raised
the issue of infrastructure. "Over the past 20 years we have
not paid enough attention to the servicing and improving the
state of our facilities,
" she said during a media briefing last
month. "The general state of our hospitals, barracks, and all
our bases leave a lot to be desired
. The recent
establishment of the Defence Works Formation is a
development that should assist us in this regard, but there
are too many issues that need to be addressed if this unit is
to function effectively."
