The web is your friend. You can teach yourself.

Web programming is a vast wilderness these days. But everybody must start somewhere.

First, since you already know Python and Java, I assume you want to be a backend developer, not just a UI designer.

First and foremost, you need a computer.

Pick a web development path. E.g. LAMP stack, i.e. Linux, Apache, MySQL, PHP.

Install LAMP or WAMP on your computer. There are hundreds of guides online on how to do that. Windows version is called WAMP.

Now you're ready to start learning.

Follow the list below in the same order. Just add the word "tutorial" to each and every one of them to find materials online to study. E.g. HTML5 tutorial.

HTML5, CSS, Javascript, HTML DOM, AngularJS, XML/JSON, Ajax, JQuery, PHP, Apache, MySQL, Linux, Node.js, GIT, AWS.

After you've learned PHP, you must also learn one or more PHP frameworks: Laravel, Symphony, Yii, CodeIgniter, Zend, etc.

Instead of LAMP, another stack you could choose is: ASP, IIS, MsSQL, Ms Windows.
