This is just to correct some misconceptions about the MURIC statements. The idiom "Heads will roll" does not means fighting, violent, or cutting of head off but rather it means to be punished for ones mistake or wrong doing. So the man only said that goverment must not let those who behind the evil act go unpunish period.
