Both states are very ok. However, let him pick Ondo. He can take Lagos from Enugu and alight at Ore. Ore to Ondo is about 20 minutes drive.

He can take peace transit bus... He should go to Ekiti... Enough food to serve him

That's a long route. The NYSC camp is at Ikare Akoko which is quite far from Ondo town u just described. I believe there should be buses from Enugu/Onitsha that transit to Owo or Ikare-Akoko/ Oka-Akoko direct. Any of those would be better options.
