Safety is paramount when building Tank Farms.

They always have a special Hydrant Tank, with Foam bag tanks, along with sprinklers pipes channeled to all the tanks for the storage of petroluem products.

The centrifugal pumps are also of paramount import at Tank farms

Most likely Breather Valve was not installed.......on the PMS tank.
Again there are too many young unqualified technicians handling construction and maintenance work at the depots because owners don't want to spend money for quality service. The sector is doomed especially now that Buhari has refused to allow it function.

Untrained fire fighters, you spray the Halon on the body of the Tank to retain the structure while the top side and products are allowed to burn off.
That way your structural integrity remains intact after the inferno.
