They want to use this one for election campaign. They will force the contractors to put together the minimum functional product in January, and run it a few times before the elections. If they win the elections, they will now dismantle the "demo", and spend the next 5 years trying to building the real thing, and chopping our money while at it.

If they lose the elections, they will still dismantle the whole thing, then the new Government which comes in will start battling to either complete and run it, or abandon it. This is the Infrastructural Politics Of Nigeria.

Remember how GEJ fixed all the refineries just before he left? Well?!
