Just imagine, someone cancelled ongoing PPP that government has already paid part of counterpart fund, then later now awarding just preliminary works for almost amount as the counterpart fund earlier paid. Simple logic shows that the preliminary works will have been included in the former contract.
Now if preliminary works have not been completed yet when will the main construction take off and at what cost and time.

Don't mind them! They must think they're dealing with kids they can befuddle with words and terms like 'preliminary works' and all such twaddle!

This is the third year into their admin' and they're still talking of having completed a % of 'preliminary works', meanwhile work on the Kaduna-Abuja rail line they met was not equally stopped for a review like that of the 2nd Niger bridge....the rail line was finished in record time without too much grammar!

Fact of the matter is they only recommenced work recently on the bridge because of the upcoming 2019 elections, so they have something to point to as proof of Buharis' 'fairness and love for all and sundry'! They're equally guilty of what they blame GEJ of concerning the bridge: indecisiveness and procrastination. Difference being that in the case of GEJ, whatever delays witnessed were not done out of malice and hate!
