The only solution and even to other security challenges is to allow every Nigerian to have at least one riffle/gun. This is what solve some advance country herdsmen crisis in early 20th century. This will now send a message to the assailant that their prey are also predators.

Of recent the army stated categorically that they can't protect pupils from attack and then yesterday that they can't protect every village in just Benue.
while we are at it All vigilante groups are to surrender every form of fire arm. but these guys doing the killing are carrying their weapons.
