Fasola is in the best position to answer your question. He publicly declared that GEJ built more roads than any of his predecessors. You can google it out.

But let me mention a few.
1. Benin-Ore road
2. Abakaliki-Enugu road
2. He kick-started Onitsha-Awka-Enugu road which APC now fraudulently claims.
3. He also kick-started Lagos-Ibadan.
