It is not compulsory that his state benefits from bet taxes or alcohol sales and consumption taxes. The man simply just tired of seeing his people being further impoverished as result of online betting.

If the government has the belief that such activities is detrimental to the welfare of its people the State represnetives have a right to place a ban on gambling if it's within their constitutional purview. That's the question if such an action is legal rather than the moral code behind the decision.
