Na, it will reduce productivity...people will come to work solely to clock in and since they are not ready to work, they will constitute a drag on those who came to work.

Plus, other will now have reason to stay away from work more than usual and give their cards to others to assist them in clocking in for agreed incentives and many others will look for some tech savvy kid to hack the system and update their attendance remotely.
