The states with the highest applications still maintained the lead in the shortlist.

Many from the South do not want to join the police force. I personally do not know anyone who applied, but we would still complain that the list is skewed to the North who applied in their hordes.

If I was President, the very first institution I will wind down is the police force. That force needs to be rebuilt from the scratch, so the new recruits are not infected with an age long disease of corruption and lack of professionalism.
