Senate proposes N15,000 monthly salaries for unemployed graduates, aged

ABUJA — UNEMPLOYED graduates in the country may soon start earning between N10,000 and N15,000 monthly salaries as a Bill seeking to provide social security for unemployed graduates and the aged scaled through a second reading yesterday at the Senate.

The Bill, entitled “An Act to provide social security for unemployed graduates and aged in Nigeria,” sponsored by Senator Anyim Udeh, has earmarked N12.7 billion for the scheme.

Leading the debate on the floor of the Senate, Senator Udeh said creating social security infrastructure for the aged and the unemployed graduates would curb crimes and other social vices, including reduction of mortality rate.

He said: “The social security Bill is in compliance with section 14 of the 1999 Constitution. It is more so, because over 70 per cent of our people live below poverty level. Creating the social security scheme in which unemployed graduates and the aged will have minimum wage to live on will help tackle the problem of poverty.”

Disclosing the cost implication of the scheme, Udeh told the Senators that an estimated N77 billion would be needed to run the scheme between 2011 and 2015 if the Bill was passed.

The Bill received the support of the Senators, but most of them warned against the abuse of the scheme and expressed fears on the ability of the Federal Government to implement it.

Senator Grace Bent (PDP, Adamawa South) in her support for the bill, decried the high rate of poverty in Nigeria and absence of social security scheme to address the problems of the less-privileged.

Bent said: “Nigeria, before now, should have had this sort of legislation. A government that has vision and love for the people at heart should have this legislation. This Bill will solve the social security problems all over the place and reduce mortality rate in the country.”

Before the second reading of the bill, President of the Senate, Senator David Mark while expressing concern on the rising number of unemployed graduates called for caution in the implementation process.

He said: “We need to worry about the level of unemployment in the country. We need to worry about those going without a dime in their pockets. This Bill is not only for the unemployed graduates or the aged, every Nigerian should be able to have a platform that will guarantee him better living conditions.”

Yes I know (was thinking the same thing cry), nevertheless, it has never happened before in Nigeria. It was always about stealing our money using some of the most crafty strategies. sad At least they are finally remembering the people. If not today, then tomorrow. Someday.

How about investing in gov't industries that would create jobs?

I don't believe in handouts in the U.S. and it shouldn't be in Nigeria either. The Welfare states are all failing.

In Owerri today, some people are paying Naira 100 for 3 cups of Garri, not quality garri oo. $100 may not be well for you, but I bet you it will RELIEVE some of the very poor across that country. Heck, it will stop many from committing suicide under the weight of the debt their parents accrued sending them to college only to come out with no jobs still.

You send just one of those poor old people who still go in to the forest each day in search of firewood to sell, so as to get at least one meal into their stomachs each day, a $100 check at least once a year, I bet you will get thanked for years to come for that simple act.

Who said I depend on my parents money undecided

They just subsidize my apartment but I am just a working college student who makes aprox $36,000. Good money for a college student.

If they accomplish this, then I believe that Nigeria is actually changing for the better.

Nigeria loses about $25 billion yearly from oil bunkering. How can anyone with common sense not see that Nigeria can afford to do this? That Nigeria MUST do this?

This scheme will also go the same route or turn into a religous issue or may be a census issue.Fellow Nlers don't get your hopes up,nothin works in Nigeria,it's all a charade don't be gullible.

I think dis senators have again upped their shallow thinkin nd broken anoda record of thinkin about a more senseless piece of legislation. In as much as I wld love 2 bliv dat d country is improving, this kind of bill is an insult 2 d national assembly nd its members nd it sures smell fishy.

First is this an avenue 2 pay their thugs officially.
How do u approve 10k or 15k 4 an unemployed nd somene who works earns abt 18k unda d new proposal of d govt.
How do we rily kno d num of d unemployed nd how do u seperate d unemployed frm d underemployed nd those in d informal sector.
Instead of sharin 12.77billion monthly, if properly chanelled more youths will get employment.
Y can't they start by insisting that private coys employ graduates nd stipulate a minimum pay 4 each sector nd set standards dat must be met interms of local manpower recruitment by coys in nig. Julius Berger with all d jobs it has goin on in d country uses a nigerian engr graduate as a labourer payin him abt 30 to 40k monthly as a junior staff then bring in foreigners wit a lesser qualification nd pay in dollars, coys lik JBerger shld be compelled 2 recruit Trainee engrs on nothin less dan 100k monthly nd expose them to d intricacies of d job, wat abt mtn,zain nd d oil coys operatin in d country who hav now specialised in contract employment 4 d graduates.

sounds good bt hv got some issues on it! Ar they talking of unemployed citizens or unemployed graduates? How wil they get d figures or statistics of d real unemployed ones or ar they mapping out d basic allowances/salaries for d unemployed? If dis must work as to achieve 60%, then transparency and d people concern must be called to bring in their contributions and inputs as top/bottom approach might foil d programme and it wil end up being as usual.

The aged really should have shored up their retirement savings. Pay them their pensions and gratuity and leave them out of this scheme.

77 billion naira for 5 years is a doable sum.
